Legal and Other Requirements Register

The Legal and Other Requirements Register is the living list of every law, regulation, permit condition, and voluntary commitment that applies to the site, maintained under the ISO 14001 and ISO 45001 clauses that require the organisation to identify and maintain access to its applicable legal requirements. The register captures, for each obligation, the regulation reference, the jurisdiction, the activities at the site it applies to, the specific compliance obligation — what the law actually requires the operator to do — the responsible person, and the evidence of compliance. The register is the bridge between the legal scan and the operational programme, because a law on the list that does not translate into a task on the floor is a law the site is not actually meeting.

The register lives or dies on the periodic review. New regulations publish continuously — the federal register, the state rule, the permit renewal, the customer contract clause — and the register that is not scanned against the new law drifts out of compliance without anyone noticing, until the inspection or the incident surfaces the gap. The standard practice is the annual review and the gap analysis against the new and the amended regulations, with the gap assigned to a corrective action and closed against the evidence.
