A user is any account that signs in — admin, end-user, or mobile field worker. Read-only portal viewers (external auditors, contractors) are a cheaper tier on Business and Enterprise.
Team and Business are seat-based with generous included quotas (10k records/user/mo, 20 GB storage/tenant, 300–1 500 req/min). Overages are metered add-ons. Enterprise is fully custom.
