Contractor Management

Processes for pre-qualifying, onboarding, and monitoring third-party workers.

Last reviewed 10 August 2026

Contractor management is the discipline that governs third-party workers on a host site — the pre-qualification, the onboarding, the work authorisation, the performance monitoring, and the re-evaluation — because under OSHA Multi-Employer Citation Policy the host employer retains liability for the safety of a contractor the host does not directly employ. The programme covers pre-qualification (insurance certificates, the LTIFR, the training records, the competency evidence), site orientation before the contractor steps on the floor, permit-to-work integration so a contractor cannot start high-risk work without the host authorising it, performance monitoring through observations and incidents, and a periodic re-evaluation that catches the contractor whose stats drifted since the last renewal.

The contractor is where most serious injuries happen on a process site, because the contractor does the non-routine work — the maintenance, the turnaround, the confined-space entry — and the non-routine work is where the isolation, the permit, and the management-of-change fail. OSHA treats contractor management as an explicit element of process safety management under 29 CFR 1910.119(h), with requirements for the selection, the training, the periodic evaluation, and the access to the safety information a contractor needs to do the work safely. A QEHS platform holds the contractor against the site, the permit, and the competency register, so the authorisation and the evaluation are on one record, not in three spreadsheets. See PSM, permit to work, and ISO 45001.
