The four capabilities
- Pre-qualification — EMR, citation history, reference checks, site-specific questionnaire.
- Insurance tracking — GL, WC, umbrella, additional-insured endorsement; expiry-aware.
- Training matrix — person × skill, renewal cadence, evidence attached.
- Permit eligibility — contractor company + individual person must both be cleared before a permit issues.
The permit gate is the forcing function
The single highest-leverage control is to gate permit issuance on the contractor-company record being green. Insurance expired? No permit. Site induction stale? No permit. The gate is a guard on the permit workflow, not a policy document.
